Elon Musk’s xAI has locked in a Pentagon deal to deploy its Grok AI model in classified military systems, pushing Anthropic out and sparking a new era of AI defense partnerships.

Elon Musk’s xAI has officially secured a seat at the military’s high table.

A Defense official confirmed to Axios that xAI has signed a landmark agreement to integrate its AI model, Grok, into the US military’s most sensitive classified systems. Unlike the previous provider who balked at certain military requirements, xAI reportedly embraced the Pentagon’s terms without reservation.

According to Axios, “xAI agreed to that ‘all lawful use’ standard,” a move that paved the way for the deal while other tech giants were still caught in negotiations. This allows Grok to be used in high-stakes environments, including weapons development and intelligence analysis.

The fallout with Anthropic

The rise of xAI comes at the direct expense of Anthropic, the company behind the Claude AI model. Despite being the first AI firm authorized to operate on classified networks, Anthropic has now been branded a “supply chain risk” by the Department of War.

The relationship shattered over two specific “red lines” Anthropic refused to cross: mass domestic surveillance and the creation of fully autonomous weapons. “We believe that mass domestic surveillance of Americans constitutes a violation of fundamental rights,” Anthropic said in a statement.

The reaction from President Donald Trump’s administration was severe. Writing on Truth Social, Trump made his position clear: “THE UNITED STATES OF AMERICA WILL NEVER ALLOW A RADICAL LEFT, WOKE COMPANY TO DICTATE HOW OUR GREAT MILITARY FIGHTS AND WINS WARS!”

Secretary of War Pete Hegseth echoed this sentiment on X, labeling the company’s refusal an act of “corporate virtue-signaling” and declaring, “America’s warfighters will never be held hostage by the ideological whims of Big Tech.” The government has initiated a six-month phase-out period to remove Anthropic’s technology from all federal agencies.

OpenAI finds a middle ground

While Anthropic is being shown the exit, OpenAI has managed to thread the needle. On Feb. 28, OpenAI announced its own agreement with the Pentagon for classified deployments.

OpenAI claims it has secured a deal that protects its ethical boundaries through technical architecture rather than just policy. By using a “cloud-only” deployment, the company argues it can ensure its tech isn’t used for “edge” applications like autonomous lethal weapons. In a public statement, OpenAI detailed its specific red lines:

  • No use of OpenAI technology for mass domestic surveillance.
  • No use of OpenAI technology to direct autonomous weapons systems.
  • No use of OpenAI technology for high-stakes automated decisions.

The reality of the great swap

The transition away from Anthropic won’t be easy. Claude has been deeply embedded in military operations, including the Jan. 2026 raid in Venezuela that captured President Nicolás Maduro.

According to Axios, Pentagon officials admit that “offloading and replacing Claude would be a very difficult process.” There are also lingering questions about performance; while xAI is now the preferred partner, The New York Times notes that “The xAI model is not considered as advanced or as reliable as Anthropic’s.”

As the six-month clock begins to tick, the Pentagon is also looking toward Google. Reports suggest Google is “close” to a deal for its Gemini model, as the military scrambles to ensure its AI acceleration strategy doesn’t stumble during the transition.
